Constitution

Article I:  Purpose

The pupose of the NCSCA is to promote high school soccer in North Carolina.  To that end, the NCSCA shall update it's website www.ncsca.org , conduct the ranking of teams, select and recognize all-region and all-state teams and coaches, help the NSCAA with the selection and recognition of all-americans and coaches, and do whatever else it deems necessary to promote North Carolina prep soccer.

Article II:  Meetings

The NCSCA shall hold at least three meetings per year.  Meetings shall be held at the end of the fall season, at the end of the spring season, and one in January.  The purpose of these meetings is to select the men's and women's all-state teams, coaches of the year, and to conduct any other business it deems necessary to promote NC prep soccer.  The purpose of the January meeting will be to select the teams for the "Clash of the Carolinas" Game.

Article III:  Officers

A. Executive:  The 12 officers listed below are members of the Executive Committee and must attend all NCSCA meetings.  Each officer will be given one vote in the all-state selection process, and on any other issues decided on by the NCSCA.  They will be elected for a term of 4 years at the spring meeting by the majority of those attending.  Each officer must be either a head boys or girls high school soccer coach in NC.  The Executive Committee has the right to dismiss any officer or regional chairperson who chooses not to fulfill their duties.

1.  President:  The President must see that the basic services of the NCSCA are effectively carried out.  Specifically, The President is responsible for the determination, with the aid of officers and regional chairspersons, and organization of the NCSCA meetings.  The President will update the NCSCA website with current information.  The President shall communicate with officers, regional chairpersons, and others to supervise and assist in effective execution of duties.  The President will act as the the North Carolina State Chairman in conjunction with the NSCAA.  The President will serve on the North Carolina Soccer Hall of Fame Committee.

2.  Vice President:  The primary responsibility of the Vice President is to assist the President in any duties necessary the benefit the NCSCA.  Specifically, the Vice President is responsible for the organization of the All-State Awards Ceremonies.  The Vice President must, with advice from the executive committee and regional chairpersons, select a site and speaker for the banquet.  Progress on the selection of a speaker and site, as well as expenses, should be communicated to the executive committee.  He should, along with the President, see to the purchase of awards, and promote the ceremony.

3 Secretary:  This officer must keep minutes on every NCSCA meeting and post them on the NCSCA web site.  He will provide information for membership to the NCSCA, to any prospective members who request it, or do not have access to the NCSCA website.  The Secretary will keep up with membership, and help the President with any duties he requires.  The Secretary update the coaches contact information page on the NCSCA web site.

4.  Treasurer:  The Treasurer must collect all membership dues, and record all monetary transactions by the NCSCA.  The Treasurer must record all members of the NCSCA, and report this to the Secretary.  The Treasurer will provide a Treasurer's Report at every NCSCA meeting detailing the revenues and expenditures for that financial period.

5.  Clinic Coordinator:  The Clinic Coordinator will be responsible for setting up one clinic per school year held in conjunction with the All-State Awards Ceremonies.  The purpose of the clinic will be to educate members of the NCSCA in all areas of coaching education.  His duties are to secure a site that has Fields, Gyms, Classrooms, and an Auditorium.  The Clinic Coordinator will secure coaches to do sessions.  He will secure players if needed for the sessions.  He will secure insurance to cover the event.  The Clinic Coordinator will also secure hotel rooms for the event.

6.  North Carolina/South Carolina All-Star Game Coordinator:  This officer will be responsible for setting up all of the logistics for this event.  Included in his duties are communication with the South Carolina Soccer Coaches Association, securing sponsorship, and securing insurance for all those participating in the event.  He will be responsible for communicating with state and national associations on eligibility requirements.  

7.  Rankings & Scoreboard Coordinator:  This officer will be responsible for setting up committees in each classification for the purpose of gather information on teams and compiling the rankings.  He will also be the liaison between the NCSCA and the SIS Eurosport Scoreboard personnel. 

8.  Classification Representatives:  Each classification (Private, Public 1A, 2A, 3A, 4A) will elect a regional chairman to be a member of the Executive Committee.  These officers will be responsible for representing the players, coaches, teams and issues in their classification.

9. Regional Chairpersons:  North Carolina is divided into 10 regions by the NCSCA.  Region 1 & 2 will be Private school regions.  Each private school region will elect one regional chairman by the members in their region, to equally and fairly represent all high schools in that region.  Regions 3 through 10 will be Public School Regions.  Each public school region will elect one regional chairman in each classification by the members in their region, to equally and fairly represent all high schools in that region.  Elected for one year terms in the spring regional meetings, each chairperson must be a high school soccer coach from that region, during that season.  The responsibilities of the Regional Chairpersons include reporting pertinent information to the President for the website, and to organize and select with NCSCA members from the region, an all-region team and regional coaches of the year.  Regional Chairpersons will keep records of membership, from their region, each year.  Regional Chairpersons  will assign conference representatives to help in gathering and processing information that would benefit the NCSCA.  

Article IV:  Function

A.  Website:  The website for the NCSCA is www.ncsca.org .  The purpose of the website is to relay information to it's members, or any persons who require it.  The website shall contain rankings, scores, conference standings, NCSCA and NSCAA membership information, listings of officers and regional chairpersons, all-state teams, coaches of the year, meeting and awards ceremonies, and any other information deemed necessary to promote the growth of the NCSCA and prep soccer in NC.  Some of the information may be in the form of links.  High schools that have their own soccer team websites are encouraged to link to the NCSCA website.  The President is primarily responsible for updating the website as frequently as he sees fit.

B.  State Rankings:  The NCSCA will publish state rankings for each of the following classifications:  Public 1A, 2A, 3A, 4A and Private schools for the Fall & Spring Seasons.  Each classification will rank the top fifteen schools.  The state rankings will be published weekly on the NCSCA website. 

C.  Selection of the All-Region Teams:  Regions 1 and 2 will combine classifications and meet at a central location.  Regions 3 through 10 will meet by classification at a central location.  The regional chairman will conduct through a predetermined and fair process, the selection of a regional chair to serve the next school year.  Nominations will be taken and each coach who is a member will have a vote.  If it is an election year for officers in the NCSCA, the region can nominate a coach for President, Vice President, Secretary, Treasurer, Clinic Coordinator, NC/SC All-Star Game Coordinator, and Ranking & Scoreboard Coordinator if they choose to do so.  The nominations for officers and regional chairs need to be submitted to the President before the All-State selection meeting.  The Regional Chair will then conduct any other business deemed necessary by the NCSCA.

The Regional Chair will then conduct the selection of eleven (11) All-Region players ranked in order of selection.  Goalkeepers are selected with field players in the voting process.  Members vote for eleven players ranked 1-11 with one being the highest.  Coaches may vote for their own players.  Only one coach from each school may vote.  Throw out the high and low votes for each player.  The low vote is a 12 if the player did not receive a vote from each coach.  The eleven players with the lowest totals are selected to the all-region team.  The ranked order of the first team all-region will only be known by the regional chair and the executive committee.  The number of players selected to the region team will be determined professionally by each classification, based on membership participating in the meeting, and strength of the teams in the region.  This will be determined at the beginning of the meeting.  Every school that is a paid member of the NCSCA is allowed to have one player represented on the all-region team if the coach chooses to do so.  Only the First Team All-Region (11 players) may be submitted for All-State honors. 

Regional Coaches of the Year shall be selected in the following classifications if possible:  Private 1A, 2A, 3A, Public 1A, 2A, 3A, and 4A.  Membership of the all-region teams and coaches of the year are made up of those coaches who have joined the NCSCA by the cut-off date.  A list of the all-region first team and coaches of the year shall be submitted by e-mail to the Executive Committee and the regional chairmen of that classification.  A list of the all-region first team and coaches of the year shall be submitted by each regional chairman at the all-state selection meeting on poster board.  Regional Chairmen will submit a complete list of the region team with coaches of the year to the President which will be posted on the NCSCA web site at the end of the season.   Regional Chairmen should also notify their local media of their selections at the end of the season.  The all-region team shall be released by classification in alphabetical order along with the coaches of the year. 

Each region and classification will also nominate and vote on the following to submit to the Executive Committee:  An Athletic Director/Administrator of the Year, Media Person of the Year, and a Booking Agent/Official of the Year.  These awards will be decided on in the Spring Meeting.  An assistant coach of the year will be selected each season by the region and submitted for nomination for the NCSCA Assistant Coach of the Year Award.  The nomination must be a current assistant coach for that season.

D.  Selection of the All-State Team:  The Executive Committee and Regional Chairpersons will meet on a predetermined date, and from the pool of players making up the all-region teams, choose 100 players for the All-State Teams.  The All-State Teams will be selected by classification of which 11 must be private school players, 11 must be public 1A players, 11 must be public 2A players, 22 must be public 3A players & 33 must be public 4A players.  Selection of the teams will be based on the ranked votes of the regional chairmen from that classification in the manner described in the all-region selection process.  The remaining 12 spots will be selected regardless of classification by the Executive Committee.  The Executive Committee and Regional Chairmen are not required to vote for players according to regional ranking if their own knowledge of players gives them reason to do otherwise.  However, the regional chairs must follow the rankings of their own regions.  A "First Team All-State" will be selected by the Executive Committee for the purpose of NSCAA All-South and All-American.  The number selected will depend on the number of All-South players allocated to NC by the NSCAA.  The All-State Team will be listed by classification in alphabetical order.

E.  Selection of the Player of the Year:  The player of the year is that player who was the highest ranked player in the "First Team" balloting.

F.  Selection of the State Coaches of the Year:  The coaches of the year are voted on by the NCSCA Regional Chairmen from the pool of regional coaches of the year.  An assistant coach of the year will be selected by the NCSCA Executive Committee from the nominations presented by each region.

G.  NCSCA Awards:  An Athletic Director/Administrator of the Year, Media Person of the Year, Assignor/Official of the Year shall be selected by the Executive Committee from the pool of nominations from the regions.  These awards will be decided on in the Spring Meeting. 

H.  Awards Ceremonies:  The All-State Awards Ceremonies will be held at the end of the Men's Season in the Fall, and at the end of the Women's Season in the Spring.  The purpose of the ceremonies are to recognize and give awards to the All-State players, Regional and State Coaches of the Year, Regional and State players of the year, and the NCSCA Awards.  The NCSCA will pay for a guest speaker to come to the banquet ($100). 

I.  Clinics:  The NCSCA will conduct one clinic each year to be held in conjunction with the Men's All-State Awards Ceremony.  Clinicians will be, but not limited to, members of the NCSCA.  A general meeting will be held during the Clinics which will be open to all NCSCA members or prospective members. 

J.  North Carolina/South Carolina All-Star Game:  Jointly, the NCSCA and the South Carolina High School Soccer Coaches Association (SCHSSCA) will hold the Boys & Girls "Clash of the Carolinas" All-Star games.  These games have been sanctioned by the NC and SC High School Athletic Associations.  The event will be held yearly for graduated seniors.  Both associations will split equally all finances occured.
The NCSCA will select 2 coaches for each team at the Fall All-State Selection Meeting.  Coaches must be a member of the NCSCA in good standing to be selected.
The NCSCA Executive Committee along with the coaches of the game will select the boys & girls teams during a meeting in January.  18 players will be selected for each team - 2 keepers and 16 field players.  Alternates will be selected by the coaches of the game. 
The NCSCA will select the boys team from the list of all-state players.  The NCSCA will select the girls team from the list of all-state players as well as players nominated by their coaches.  In order for a player to be selected for the game their coach must be a member of the NCSCA in good standing, and the player must be a graduated senior.  Only players from regions 3 through 10 are eligible. 

K.  National Soccer Coaches Association of America:  The NCSCA will work in conjunction with the NSCAA in promoting prep soccer at a national level.  The Rankings Coordinator of the NCSCA will provide the NSCAA with information on teams that may deserve consideration for a regional/national ranking during the men's and women's seasons.  The President will provide the NSCAA with information on players who deserve consideration as All-South players or All-Americans.  The President will provide the NSCAA with information on the State Coaches of the Year for possible recognition as the NSCAA Regional Coach of the Year, and National Coach of the Year honors.  The NCSCA will promote membership to the NSCAA.  Only players who's coaches are members of the NCSCA and NSCAA can receive All-South and All-American honors.  Only coaches who are members of the NCSCA and the NSCAA can receive NSCAA Coach of the Year honors.

L.  North Carolina Soccer Hall of Fame:  The President of the NCSCA is a voting member of the NC Soccer Hall of Fame selection committee.   The NCSCA will help to nominate coaches and players who are deserving of this honor.  The NCSCA will have a finacial obligation to the NC Soccer Hall of Fame in helping put on the awards banquet.  The NCSCA will receive some complementary tickets to the NC Soccer Hall of Fame Banquet.

M.  Eurosport Scoreboard & Rankings:  It is the responsibility of each coach to post their team's schedule on the scoreboard and update it in a timely manner after each match.  Only teams reporting their results in a timely manner will be considered for the NCSCA state polls.

Article V:  Dues

A.  Forty dollars ($40.00) per school/coach shall be collected each season to cover membership in the NCSCA, to pay for the functions outlined in Article IV.  Members who coach both the men's and women's programs, and wish to join for both seasons shall pay seventy dollars ($70.00).

Article VI:  Adoption

This constitution was adopted by a majority of members present at the spring meeting in 1985.   

Article VII:  Amendments

Amendments are to be made by a vote of the majority of those members present at any of the NCSCA meetings.
